dictionary thesaurus under tools gets http 404

when clicking on dictionary/thesaurus under Tools, the following message appears:

HTTP Status 404 – /webapps/bb-dictionary-bb_bb60/links/launch.jsp

description The requested resource (/webapps/bb-dictionary-bb_bb60/links/launch.jsp) is not available.
